Methodology

How a public record becomes an accountability result.

The system separates evidence, interpretation, uncertainty, formula and human civic response so none can quietly masquerade as another.

Interactive concept. The application is in development.

METHOD-01Architecture

Keep uncertainty visible

Concept · planned
Evidence states
  • SUPPORTED
  • NOT SUPPORTED
  • UNRESOLVED
  • CONTRADICTORY
  • INSUFFICIENT EVIDENCE
Hold unresolved material
  • Unknown is not false
  • Missing evidence is not misconduct
Only resolved evidence enters approved factors according to published rules.

Step 1 — Source

Retrieve the identifiable government or public record through shared Civic Ledger infrastructure. Retain the source and retrieval context.

Step 2 — Entity

Resolve the correct institution, office, representative, jurisdiction and term. Do not confuse people, offices or periods of service.

Step 3 — Meaning

Break ambiguous political or administrative language into its plausible meanings before comparing records.

METHOD-02Architecture

From ambiguous language to bounded questions

Concept · planned
Phrase
  • 1Supported housing
  • 2Raised taxes
  • 3Kept a promise
  • 4Opposed development
Narrow the meaning
  • 1Which measure and date?
  • 2Which tax category and baseline?
  • 3Which commitment and conditions?
  • 4Which development and decision?
Semantic decomposition precedes evidence evaluation.
04

Step 4 — Atomic evidence questions

Evaluate bounded questions independently rather than asking one model to decide whether a representative is “good” or “bad.”

AI record work versus human judgment

Concept · planned
AI-assisted record work
  • Find sources
  • Classify records
  • Compare statements
  • Flag contradictions
  • Assess coverage
  • Draft analysis
Human civic judgment
  • Confirm context
  • Submit civic signal
  • Review high-impact claims
  • Approve publication
  • Resolve disputes
  • Correct records
Human civic judgment required.
05

Step 5 — Confidence

Every material machine judgment receives an uncertainty state: SUPPORTED, NOT SUPPORTED, UNRESOLVED, CONTRADICTORY or INSUFFICIENT EVIDENCE.

METHOD-01Architecture

Keep uncertainty visible

Concept · planned
Evidence states
  • SUPPORTED
  • NOT SUPPORTED
  • UNRESOLVED
  • CONTRADICTORY
  • INSUFFICIENT EVIDENCE
Hold unresolved material
  • Unknown is not false
  • Missing evidence is not misconduct
Only resolved evidence enters approved factors according to published rules.
06

Step 6 — Hold unresolved material

Unknown is not false. Missing evidence is not misconduct. Materially unresolved claims do not propagate as resolved.

METHOD-01Architecture

Concept · planned
Evidence states
  • SUPPORTED
  • NOT SUPPORTED
  • UNRESOLVED
  • CONTRADICTORY
  • INSUFFICIENT EVIDENCE
Hold unresolved material
  • Unknown is not false
  • Missing evidence is not misconduct
Only resolved evidence enters approved factors according to published rules.
07

Step 7 — Compose approved factors

Only resolved evidence enters the published formula according to defined rules. Factors, exclusions, confidence treatment and formula version remain inspectable. No weights or final composite are approved.

Step 8 — Keep human civic judgment separate

Community signal never becomes proof that an event occurred. Public-record analysis and political response remain distinct.

Step 9 — Preserve signal provenance

Direct versus standing-instruction versus unverified versus anonymous. Report each origin visibly and preserve the authority behind each executed response.

SIGNAL-01Architecture

Four possible origins

Concept · planned
Direct authenticated
  • Human confirmed
Standing-instruction authenticated
  • Executed under participant standing instruction
Unverified
  • No qualifying attestation
Anonymous
  • No authenticated civic identity association
Participation status and execution origin are distinct.A civic signal is not an official ballot.
10

Step 10 — Recalculate after corrections

Never silently erase history. Append the correction, retain the earlier result and methodology version, and show what changed.
